CatTools v3.6 reports no change in configuration when there is actually is a change.

Issue: CatTools v3.6 runs fine except when comparing running configurations. You receive a report that there is no change in configuration when there actually is one.

A new file caching feature that has been implemented within Server 2008R2 and Windows 7 can cause Config changes to not be detected.

Workaround: Upgrade to version 3.7 where this issue was addressed. Using 3.6 or ealrier versions: Manually configure any new devices, as opposed to importing them from an exported device list. You should now be able to run your other activities and successfully compare configurations.
